As part of its Inspector of Election services, Every Vote Counts
reviews and adheres to applicable parts of each HOA’s
governing documents including its election rules. Every HOA
in California is required to adopt election rules pursuant to
Civil Code Section 1363.03; Every Vote Counts can prepare
Election Rules for HOAs who have not yet adopted election rules.
Every Vote Counts provides
these Inspector of Election services:
• Assembles and mails voting instructions and ballots to
HOA members 30 days prior to the voting deadline
• Uses double envelope secret ballot voting to preserve
the confidentiality of every voter’s ballot
• Determines the number of memberships entitled to
vote
and the voting power of each
• Determines the authenticity, validity, and effect of proxies, if any
• Receives ballots
• Advises HOAs and their representatives as to whether
a quorum has been reached
• Hears and determines all challenges and questions in
connection with the right to vote
• Counts and tabulates all votes at a properly noticed
HOA meeting
• Determines when the polling period ends
• Determines the tabulated results of the election
• Provides written notice of the election results
